NDR 5.1.2 after manually moving accounts to new forest

I am in the process of moving all of my users off of my current domain and placing them in a new forest. My current Exchange 2000/Windows 2000 Server computer has some problems and I want a fresh start. I am following Tom's ISA 2000/Exchange 2003 deployment guide for my new setup.

The steps I am using to move users is as follows...
1-Export mailbox to a PST file.
2-Setup User Account on new domain with exactly the same information as the old domain.
3-Log user in to PC that is a member of the new domain.
4-Import user's PST file into Outlook.

**PROBLEM**
All mail delivery works fine except when a user that was moved to the new domain replies to a message that was sent from a user while they were both on the old domain.
Note: Both users were both on the old domain and are now on the new domain.
The message that is being replied to was sent prior to moving them to the new domain.

I was assuming that Exchange uses X400 to deliver mail to users on the same domain and that since users in the new forest have a different X400 address, the message can't be delivered. Then I tried creating a recepient policy that had the same X400 settings as the old domain. I still receive the same 5.1.2 NDR.
Any suggestions or workarounds would be greatly appreciated.
