OWAScratchPad files

We're having a couple strange things happening with the Public Folders accessible via OWA.

1. I know that for every Exchange server containing Public Folders there is an OWAScratchPad file created. When I want to set a size limit on attachments, I have to set the limits on those files in Exch Syst Manager. I do that, but every couple weeks or so they get reset somehow. Any ideas on how these get clobbered?

2. We host Public folders on 5 servers, so there should be 5 OWAScratchPad files. I can identify which server each one is for by looking in the Properties for that file and looking at the REPLICATION tab. The problem is, we have about 40 OWAScratchPad files, instead of just 5. THere is no server listed in the replication tab for most of these. Where are these files coming from?
