Hello,

I have seen so many potential fixes/explanations for this error, but nothing I have tried yet fixes the problem I am experiencing. I have the "HTTP Error 403 - Forbidden: Access is denied." error when users passwords expire and they try to log in to OWA. This also happens with new users who have the "change password at next login" attribute set.

Setup is Exchange 2007 running on Windows Server 2003 Enterprise 64bit.

I have installed the IISADMPWD directory.

I have created the ChangeExpiredPasswordEnabled registry key.

I have allowed Active Server Pages in the Web Service Extensions

I have registered iispwchg.dll

I have enabled/disabled SSL to try both ways.

I have set cscript.exe adsutil.vbs set w3svc/passwordchangeflags 0

Nothing seems to work.

It would help if you can find the iis log entry for this 403. There are about 20 different types of 403 response from IIS, and the iis log file which show which one it is.

So, it looks like a problem getting to /iisadmpwd/aexp.asp, but I just cannot seem to figure out how to get it to work.

I seem to have found the trick. I had to stop IIS before configuring IISADMPWD to use the same application pool as IIS. If you do not stop IIS first, the app pool gets reset.
