OWA and Missing Attachements

Running Exchange 2000 on Server 2000. However it appears we are unable to open some attachments.  It shows that there is an attachement there but it is not hyperlink to be able to open or download it.

If you forward the email then on occasion it makes the attachment active and you can open and save it.

This happens on random file types, to random users, and happens both internally and externally, and both in IE and FF

Windows and Exchange are fully upto date.  Norton is set to ignore the M: drive and the exchange folder on the D: drive.

Any help on how to fix this is much appricated
