Ladies, Gentleman,

I hope someone could help me with this one as it is really starting beat the hell out of me. 

1 mail server Exchange 2K3 Enterprise SP1 in Montreal
1 mail server Exchange 2K3 SP1 standard in New York
Routing group setup between them

4 remote sites as follows

Plattsburgh
MPLS to head office
Mailboxes reside on Montreal server

* Toronto
Site - Site VPN
Watchguard firewall
Mailboxes reside on Montreal server

* L.A.
Site - Site VPN
Watchguard firewall
Mailboxes reside on Montreal server

* New York
Site – Site VPN
Mailboxes reside on New York server

Approx once a week this issue comes up (which so far I am only able to fix by rebooting Montreals Exchange server) whereby the Montreal to New York routing group appears to freeze.  L.A. &  Toronto outlook clients are unable to connect to the Montreal mail server.  However everyone in the Montreal office are able to connect and send emails to foreign recipients or have them delivered locally.

The Outlook clients are 2003 using cached mode.  After spending some time with someone in our Toronto office while this issue was going on I did some testing and found that when you hit send and receive, Outlook successfully connects to Exchange and any outbound mail is sent ok, but no new mail is delivered and Outlook returns the error 0x8004011D.

For sure this isn’t strictly an Exchange issue as exchange is functioning just fine it is just the remote offices that have the issue.  Oh yeah except Plattsburgh, they can send and receive fine too but they are MPLS unlike the other sites.

To me this is all pointing to the Watchguard at the Montreal office.  I am not a networking specialist so this is where I start to have some problems.  Does anyone have any ideas of what could be causing this?

jveldh I dont think that KB article relates to this issue as it is not just 1 Outlook client that is having an issue but all remote sites that have a site to site VPN.

We use Outlook 2003 in cached mode

I have a feeling that this is some kind of TCP session issue on a watchguard or an MTU issue.

The error which you are getting is normally seen since users are not able to download offline address book - this would happen with users who are ONLY in cache mode - you wont face this problem with users who are in online mode OR accessing outlook web access.

Check if this happens once a week / everyday - check which server is responsible for generating OAB - check for any events being generated on that server AT THE PARTICULAR time.

If you suspect there is some MTU issues check with ping -l 1472 command if there are any black hole router issues.

However, if you insist this is an issue with new mails not getting delivered - you could troubleshooting on those terms by firstly checking the Queues getting backed up on your Source RG Exchange Server in the name of the RGC. Check if you can force the connection - if that fails - increase diagnostic logging on MSExchangeTransport - verify the network connection between both servers.

Yeah again im not too sure that your advice is good here.  This isnt an exchange routing issue.  The remote users are getting their mail in there mailbox when you look using OWA.  Whats happening is that these users Outlook will not connect to the exchange server, however users on the same LAN as the mail server are able to connect just fine.  It is some kind of WAN issue, I just need pointers

If you can see mails in OWA it means that mailbox is getting the mails fine. If outlook isnt able to connect - check using OL /rpcdiag or portquery to see why OL isnt connecting - check if at that moment checkname is working for you.

Hopefully I'm not about to lead everyone down an unproductive tangent...

I'd like to hear more about a few things you said...

Does that mean you can see the queue grow in ESM?  What happens if you force a connection?

When this happens, is the mail stuck in the queue, or have the messages been delivered to the mailbox and Outlook isn't picking them up?

Dean, here are the answers to yor questions

1)  Approx once a week ... the Montreal to New York routing group appears to freeze.

I can see the queue grow.  When I force a connection it may transfer 2-3 messages before going back to the retry state.

2)  L.A. &  Toronto outlook clients are unable to connect to the Montreal mail server

All users are affected yes

3)  when you hit send and receive, Outlook successfully connects to Exchange and any outbound mail is sent ok, but no new mail is delivered

This is referring to the Toronto and LA users that all have mailboxes on our Montreal server.  When they hit send n receive any outgoing messages do get sent delivered just fine but if this person has new emails in his mailbox they do not get delivered to his cached mode Outlook client.  In OWA you do see these new messages in his inbox.


Additional.

I ran TCP View on the mail server and I see many, many TIME_WAIT junst hanging there.  All connections with the TIME_WAIT status are external to Montreal (LA, Toronto, NewYork).  I see local connesctions pop up connect and disapear as normal.

I though that Maybe its the firewall as that is the only common device in this scenario so I had a tech power it down and back up after 15 seconds.  None of the TCP connections disapeared and the probem persisted until I rebooted the Montreal mail server.

I hope this helps.

I also ran the Outlook /rpcdiag from one remote PC when the issue was present and I see no problem with RPC calls. 

This is doing my head in now. lol

What operating system and service pack level is the exchange server in Montreal? How many exchange servers do you have in total?

When you notice this issue come up, do you have problems connecting to other resources in montreal from remote locations or is it only connecting to exchange being the problem?

Your question:  What operating system and service pack level is the exchange server in Montreal? How many exchange servers do you have in total?   Can be answered by reading my initial post.

As for your second question, This only affects email in remote locations only

I see that you have 2 exchange servers in the environment but where exactly does it mention the operating systems (SP levels of the OS) that they are running?

I too have the same issue.
I have VPNs to remote sites and having huge OAB issues.  If i have the users retry long enough, they can pull it down.  Ive tested this during the day and at night, so its not a bandwith issue.  However i do not have MPLS as of yet to any remote sites, only VPN.  My exchange servers are in one central location, and the remote sites pull from there.  this is definately a WAN and/or VPN issue.

thejun, its not quite the same issue as my users are unable to receive email and outlook just sits there trying to connect.  However I am interested in the make and model of firewalls you have at each site?

we use netscreens between the sites.  I've also ran wireshark and still cannot find out why my OAB doesnt connect.  i do have 1 remote site with a ds3 link that doesnt have issues.  I just still dont think its latency, and i can copy files between the sites fine while this issue occurs...
