Some users will get this message "Outlook is trying to retrieve data from the microsoft exchange server"
and it has the server name but it's not the exchange server it's a domain controller.

Yes, this popup box can indeed reference the name of a domain controller. It's time to start looking at the performance of this domain controller. Is it stressed at all?

Yes it's ready to be decommissioned, this server has crashed several time this year.

I've seen this before on our server even with just a few users. Are any users moving lots of emails ?

What is the specification of your server.

I've seen this caused by tons of issues. For example, I had once case where a user kept basically every email he received, had a 4.5 GB mailbox and bo subfolders in the inbox. Everytime this guy did anything in his mailbox Outlook would query the exchange server for the list of messages and would just kick the server right in the teeth. That tool will alert you to things like that though, so it is definitely worth a try.

If you are getting popups for non-existent servers, use ADSIEdit.msc to remove the decommissioned servers.

Obviously, your exchange server is using this, problem domain controller for referrals (AD lookups) therefore; your users are experiencing poor performance. The domain controller DC/GC is global catalog server as well, and being used by DSaccess within your exchange server.
You can go to site and services in AD and find the server object and uncheck the mark for this server where is says �Global Catalog server� and make this server DC only.
This way your exchange server (DSaccess) will not use this DC since it is not GC (Global Catalog) anymore. One of the most common reasons for �exchange is retrieving information from XXX server� message is poor Global catalog server performance, since exchange uses DC/GC for referrals (AD lookups). I assume you have already another DC/GC in your environment for exchange to use, make sure you have DC/GC available, otherwise you will have troubles and mail wont flow.
When you ready, perform gracefully DCpromo out to demote the problem domain controller from your domain.
There is no need to do anything else, DCpromo will take care of the de promotion of the DC and clean up the AD Database.
