POP3 connector with an outside domain

I have an Exchange 2007 server with an accepted domain of internal.com.
On that server I have a mailbox, the owner of the company : owner@internal.com
He also has an outside email address on a POP3 server: owner@outside.com
I have setup the POP3 to retrieve his owner@outside.com email and deliver it into his exchange account.
The problem is he cannot compose, reply or forward email from owner@outside.com (the pop account)
How can I get this to work?

In his outlook setup an POP3 account. Incomming will be done by exchnage but when he wants to do an email from that account click the drop down in the from box (shows up when you have more then 1 email account setup) outlook to send from the pop3 account
