Hello,
I am having issues with a PST file that is giving the error:

<filename> is not an outlook data file (.pst)

I have run the SCANPST recover tool, to no avail (it says there are 0 items in the file, yet it is 23mb in size)

I have run numerous restores from backup, to no avail.

I have read a few threads about the issue, most which ask the person having the trouble to use some third-party software which you need to spend a lot of money on to actually see it work.

Anybody have an idea as to what I can do to fix this issue?

Did you tried the same PST on different Workstation?
Yes, these kind of issues normally end up contacting third party application vendors.

What version of Outlook was used to Export this PST?

The user is the one having the issue, she tried, no luck, I tried, no luck, I repaired, no luck.

We only use Office 2010 here, and the user stated it was working properly last week when she used it.

Demo only allows for "previewing the files". This 3rd party stuff is garbage

There are a lot of online resources discussing about how to recovering corrupt or damaged PST files.

First, using Microsoft offical tool scanpst, also called Inbox Repair Tool, to repair the PST file, you can refer the following articles:

Hi Tom,
I have used the SCANPST numerous times with the file, it finds it at 0 files and 3 folders, yet there is numerous emails in the PST itself, as it is 23MB in size.

Guess I will need to try the third-party programs.

PST cannot be opened, then you will need to run ScanPST.exe tool which is an inbuilt tool for MS Outlook. With the help of scanpst.exe you will easily resolve this problem. Outlook Repair Toolbox For more info, see this: http://www.outlook.repairtoolbox.com/how-to-repair-outlook.html

If you are unable to access your outlook data file and the inbuilt repair tool fails to solve this problem then you should go with PST repair software. It is an advance software that can fix all kind of outlook problems easily.
