Problem assigning tasks in outlook 2000

I am running exchange 2000 server with outlook 2000 as the e-mail client on my network. A few of my users are unable to assign tasks- when they try to assign a task it gives them a message saying that they are unable to send a message on behalf of the specified user. But they are just sending it from themselves- so why wouldn't they have permission? I noticed that all of the users who have trouble were at one time a part of the administrators group on the domain, and have since been removed. If I put them back into to the administrative group they once again are able to assign tasks, but as soon as I remove them it doesn't work anymore. Regular users who were never a part of the administrators group have no problems assigning tasks so it seems to me that putting them in the administrators group somehow changed their permissions and removing them doesn't automatically reset everything to the way it was before. Do you have any ideas for me? Any help would be appreciated.
