Problems sending mail to 2 organizations

I have Exchange 2003 on a Windows 2003 server with all the updates. When I email to two locations outside I keep receiving
#5.7.1 smtp;550 5.7.1 xxxxxxxxxxxx@amtechmicro.com>... Relaying denied>


Then I run smtpdiag on this address and get
Connecting to the server failed. Error 10061
 
The relay keeps pointing me back to Recipient filter but I know that is not correct for there are only 2 address I cannot send to.
Any suggestions where to look.

Use the Troubleshooting Assistant from Microsoft
Check the Message Tracking log
Check the SMTP log
Use NSLookup and Telnet to manually test the connection to the remote server

I have tested using smtpdiag, telnet and nslookup. The message log doesn't say much.
This is what I get from the SMTP log.

The test report from the troubleshoot assistant tells me that it cannot connect with the server.

Thank you very much for we found the issue. It seems that the DNS cache held an old mail server name and we did not pick up the new. So I flushed our internal DNS and all is fine.
