Public Folder Forced Default?

Hi there
 
I have two existing 2000 exchange servers (EX1 and EX2) in two different routing groups / geographical sites.  They both host public folders which replicate in real time.
 
Now the problem lies with the clients.  No matter what server the users mailbox is housed on, the client always looks at the public folder store on EX1.  I have tried denying referrals between the groups, but to no avail.
 
Do you know of anything that could be forcing this to happen?
 
Interestingly and I don’t know if this is related.  You can only see the “pulic folders” under the folders container in admin groups by using the ESM on EX1.  Not from any other machine.  You can see them in the public folder store of the individual servers, just not the folders container at the bottom.
 
Any help would be greatly appreciated.  As this is obviously greatly increasing traffic between sites.
