Public Mail Folder Permissions Change

Running MS Exchange 2000
I've added, through Outlook, a new Public Mail Folder. I applied permissions for 3 users as Owners and also put in subfolders. When one of these users attempts to move mail into a subfolder, the permissions then change and no one can access the folder. In fact, the Security tab disappears from the Properties page on the 'main' mail folder.
Same thing happens when the folders are created on the Exchange Server via the System Manager

Use ADSIEdit and go down the tree and make sure that there isn't any inherited permissions over writting it.
