Have you actually done any research for yourself?
Microsoft have extensive documentation on how to create and manage public folders. This is their article on the public folder creation: http://technet.microsoft.com/en-us/library/aa995860(EXCHG.65).aspx

Public Folder creation is best done through Outlook as that gives you control over the process and the type of folder that is created.

If you are new to Exchange I would suggest that you get a book or spend time going through the main msexchange.org site and Technet to familiarise yourself with the product. A forum such as this is not a substitute for learning the basics or repeating something that is written down elsewhere - it is best suited for resolving specific problems or more complex configuration issues.
