Public folder comes back after deletion

I have two public folders that need to be deleted. In ESM I can delete both of them. They both re-appear in ESM and Outlook the next day. If I rename the two folders they both come back with original names the next day. The two renamed folders still exist.
We have one public Folder Store on Back-End server. There is no Public Folder replication between two servers.

Until now I have been able to delete Public Folders with no problem. I am looking at various articles. Anyone has had similar issue? Any suggestions?

Was a pf store ever mounted on your FE server?

yes, there has been a store on FE in the past. I know this issue started while that store was mounted. Since then I have dismounted and deleted the store from FE, but issue persists.
