Recipient Filtering Not Working

I've set up Recipient Filtering just as stated in this article:

However, it's not working.  I've got Apply Recepient Filter checked on my SMTP protocol, and I've got Filter Recpipients Not In Directory checked on my Global Settings.  But when you send an email to badname@mydomain.com you still get an email back that looks like this:

I thought Recipient Filtering got rid of this... can anyone give me some tips on why it's not working?

Hi there.

After you enable recipient filtering, Exchange validates the e-mail address before Exchange accepts the e-mail message. In this scenario, if no match for this e-mail alias appears in Active Directory, an NDR is still generated. However, in this scenario, it is the responsibility of the sending SMTP server instead of your Exchange server to generate and to deliver the NDR.
