I have just finished a transition from Exchange 2003 to 2007.
However a user has just informed me that all of the attachments in emails he's saved have disappeared. The only backup I have is a brick level backup on tape when everything was still 2003. Could I restore his emails from that tape?

This is the Exchange 2000 zone, so you are well off topic.

You are most likely going to need an Exchange 2003 server to restore the content to. As BLBs are not a Microsoft feature, the other option is to ask the supplier of the backup software if it will work.
