I am having one issue with Exchange 2003 and Exchange 2007 , which is if any one telnet to port 25 he can send from and to users inside the internal domain ( not to outside ) by issuing helo-rcpt-mailfrom-date etc , So  i tried to implement Anti-Spam Filter but MSGs come to junk and sometimes not even reached
what is the best solution for this ?

Exchange relies on port 25 so you can't and shouldn't do anything related to it on your Exchange server.

You can block port 25 on the workstations using the Windows firewall and lock it down with a GPO.  You can see if your network hardware can create an ACL for port 25.

If users are connecting directly to your Exchange server, that will be noted in your SMTP log if you've enabled it.  It will show the IP address and machine name - compelling evidence if that's your goal.

The SMTP server requires a secure connection or the client was not authenticated. In my web.config file i write.
