Server sending SPAM

I have an Exchange 2000 server as part of SBS. The server is sending SPAM. I have checked the server it is not an open relay. I have stopped all Exchange services, but I can see that emails are being generated in the queue. Every minute about 3 emails are being added to the queue.

How can I track and find out whats generating the emails and where they are coming from?
