Starting and stopping virtual servers in System Manager

Hello. I have set up Exchange on a two node cluster. I have sucessfully configured a virtual server for SMTP, HTTP, POP3 and IMAP. I have a virtual server instance for each of these services in the cluster group. The issue I have is that if I try to pause or stop a virtual server in System Manager, I get a prompt telling me to add a resource in the cluster. I have done that. I have resource for all the services in the cluster. The cluster resources are associated with the Default IMAP Server, Default POP Server, etc. Does anyone know why this happens or what I need to do in order to pause, stop and start virtual servers from within System Manager? Thank you.
