Stores lockout

Running Exchange 2000 standard edition within our network, the stores has topped out it's alloted 16 MG. I cannot get into the system to delete unused mailboxes or messages in hopes of bringing the stores down to manageable size just until the enterprize upgrade can happen. Does anyone have any ideas on how to get into stores and free up some space without connecting to systems manager or outlook?
