TLS now required for my OWA?

My problem is that for Internet Explorer 6 users to access our OWA site they have to go into Internet Options and enable Use TLS 1.0.  I'm not sure why because I believe as recently as yesterday that wasn't required.  If the user does not enable TLS 1.0 they get "Page Cannot be displayed".

The changes that I know about: 
- yesterday the CAS/UM server was restarted
- I installed a certificate signed by our own CA but later removed it -- NOT the same certificate used for the OWA site.  We use a wildcard certificate for our OWA site.

We're trying to get Unified Messaging talking to a SIP proxy which is why I installed the certificate mentioned above.  There's potentially changes made to the UM side that I've not been made aware of since there's a different team of telephony experts working on that.

Any thoughts??

While trying to setup a secure SIP connection this setting was changed to "Enabled" instead of "Disabled"

Administrative Tools à Local Security Policy
Security Options à System cryptography: Use FIPS compliant algorithms
