When users go the the owa they receive this error message: "The service is not available. Please try again later."

It happens intermediately. I thought it had to do with the WinHTTP proxy service suspended after 15 minutes. But it happens when WinHTTP is active.

I'm come to my end trying to fix this. I've googled for days with no luck.
I will post any event logs you need. Please advised.
