I'm in the process of implementing a Confidentiality footer on all emails sent outside my organization. For testing, I have myself and 2 other admins set to include the footer for all messages sent Outside the organization. I thought everything was working fine until 1 of the techs sent a message from his iPhone to his gmail account and the footer wasn't there. I did the same test and got the same result...no footer. The 3rd tech did the same test and the footer DID show up on his gmail account. He then sent an email to myself and the 2nd tech's gmail account and the footer from his email DID show up in our gmail Inbox. I then sent an email from my iPhone to 2 other email accounts I have and the footer DID show up on both of them. Does gmail do something funky where they strip the footer...or maybe there's a setting on the iPhone? I use a custom signature on my iPhone, but shouldn't this Transport Rule override that?

How quickly did you test after you created the rule?  How many HT servers do you have? 

When you create a transport rule the rule gets written to AD then at specific intervals the HT servers read and apply the new settings.  So not only do you need to wait for the HT to receive the update you are also waiting on AD replication. 

You can safely restart the MSExchangeTransport to force the change assuming the DCs have finished replication.

I just confirmed the transport rules refresh every 30 minutes for this type of change.  Other changes such as recipient cache happens every four hours.

I've had this rule setup for over a week. It's still hit and miss on if I get the footer in gmail account. All other accounts seem to be working fine.
