I upgraded Exchange 2003 standard to Enterpries and had to reinstall SP2.  Everything installed succesfully however now I am having trouble Rx'ing external email.  It doesn't show in the Q's but about 50% of the time and hour or 2 later the email shows up.  There hasn't been any changed to ip's, MX's Records' DNS.  I have double checked all this.  There has been a couple times sending a test email from Gmail to my domain and I get a delievey error of 550 5.7.1 connection refused.  Firewalls good etc.  Something in the installation has caused this problem.  Any ideas?

After reinstalling SP2, did you also reinstall any post SP2 updates?
Anything else on the machine? AV software for example? Has that been removed to ensure it isn't the cause of the problem?

Just upgrading to Enterprise and SP2 is all that has been changed on the machine.  The virus control isn't on the server.

Is there anything else on the machine at all?
AV, Antispam anything at all? If so, remove it.

Are you sure that it is Exchange generating those messages? If you have SMTP logging enabled you should see the connection attempts in the logs. If the SMTP logs don't show the connection attempts then the problem is elsewhere.

I totally just did the upgrade. AV and antispam not on that machine.  It's connected direct to the the router which I even set DMZ to.  It seems to be timing out connection.  Isn't SMTP for sending and not RX'ing? RX'ing external is our problem.   I have checked and checked Reciept policy.  Is there some how that can be affecting it that im not seeing.

SMTP is a server to server communication protocol, as well as client to server. In Exchange it is used for both sending and receiving email. Timeouts on messages are usually caused by third party interference - AV, Antispam or SMTP scanning on the firewall. Therefore if you have no AV at all on the server then you may have to look elsewhere for the cause of the problem. I have done the upgrade from standard to enterprise many times without any issues, so it could be a problem that is unconnected and is simply a coincidence.

I have been working for couple days looking for a reason and non has been found.  When  I do an outside dns search this is what the results are when it checks the MX record.

Domain spraticnet.com has only one mail-server



  Checking mail server (PRI=10) mail.site.com [000.000.000.000]



  Mail server mail.site.com[000.000.000.000] answers on port 25

  Some of your MX do not work properly
as you can see its not a firewall problem.  I can telent to the smtp server as well.  It sure seems there has to be a problem with exchange since upgrading to Enterprise and SP2.  Nothing other than that changed on the DNS, Server, firewalls, software, nothing.  I have even removed stuff that I couldn't even believe would have a problem with it.  Sure seems something is overlooked.  Are there other ways to test an outside email going to the server and get an exact route and why it's rejecting the connections?

I have nothing else to suggest. I have done the upgrade many times without problems. The SMTP engine is outside of Exchange and shouldn't have been touched. At this point your only remedy is probably going to be a call to Microsoft to get them to investigate - presuming that everything else has been ruled out.
The Microsoft SMTP engine is usually very reliable and only causes problems when there is third party interference.
