First, here is the setup.
(Windows 2008 R2) ServerA - Domain controller
(Windows 2008 R2) ServerB - Domain controller
(Windows 2008 R2) ServerC - Exchange 2010 installed.

I try to make a new mailbox in ServerC (of course). Run the following Cmdlet

[PS] C:\Windows\system32>New-Mailbox -Name 'equipment ' -Alias 'equip' -UserPrincipalName 'equip@my.domain� -SamAccountName 'equip' -FirstName 'equipment' -Initials '' -LastName 'XYZ' -ResetPasswordOnNextLogon $false

It asks for password for the new user and I give it.

It then terminates with the following failure error:

Active Directory operation failed on ServerA. This error is not retriable. Additional information: Access is denied.
Active directory response: 00000005: SecErr: DSID-031521D0, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0
+ CategoryInfo : NotSpecified: (0:Int32) [New-Mailbox], ADOperationException
+ FullyQualifiedErrorId : DBE2E004,Microsoft.Exchange.Management.RecipientTasks.NewMailbox

Could someone please give me suggestions on how to get over this problem?

P.S. In ServerC, using Active Directory Users and Computers, I can create a new user and it shows up in ServerA, but cannot create mailbox for it in the exchange 2010.

Make sure that the user used to create mailboxes is a member of the 'Recipient Management' group (see Microsoft Exchange Security Groups container).
