Unable to display folder.

We have Windows 2003/Exchange 2003/Isa 2000 all in a single server. We have a variety of users running windows 98 and XP and outlook 2000 and 2002.
Win XP/Outlook 2002 would display the public folders but when trying to access it, gives "Unable to display the folder. You do not have sufficient permission.." error on the preview pane. Win 98/Outlook 2000 would display the public folder preview pane and could access contact items but when creating a new contact gives the error "Could not complete operation. One or more parameter values are not valid". Both have owner permission on the public folder.
Any clues on where the problem lies?
