Upgrade Exch2K-Win2K to Exch2K7-Win???

I currently have an Exchange 2000 server running on Windows 2000.  Other than this all our other servers are Windows 2003 and  AD is 2003.   I need to upgrade to Exchange 2007 SP1 but am unsure which OS would be best to use (2003 or 2008) and what the best migrtation strategy is.

I know I can't do this in place and I have another server ready to install an OS for this purpose.  Roughly my plan is:
1. Install OS on new server
2. Install Exchange 2007 SP1 on new server
3. Migrate mailboxes from old server to new server
4. Remove old server

I don't believe that Exchange 2000 will work in a Windows 2008 AD domain but I don't plan on upgrading the domain or forrest so this should not be an issue.  If I used Windows 2008 as the OS for my new Exchange box would the basic plan above still work? 

Are there any reasons why it would be better to use Windows 2003 instead of Windows 2008?

You do need to bring your forest up to 2003 FFL.
As for the Exchange member servers. Either 2003 or 2008 is fine. Personally I'd go with 2008 as you're going to have to go through a learning curve to E2K7 anyway and the E2K7/W2K8 deployment docs are coming on stream nicely.
