This is my dilemma, 
I do the IT work for a small city's Administrative offices. Less then 25 users
They have a domain server running SBS 2003 using there exchange for a company wide Calendar, and they use a 3rd party web host/e-mail provider for e-mails
I am in the process of building them a new domain server with 2008 enterprise edition.  I'm was planning on installing it as 32bit so it can use the hardware and still use their older software. 
They need to be able to keep all e-mails that they get or send (except for spam/junk). They need a company wide Calendar.

So….
Do I re-use their old SBS 2003 as an exchange server? What kinds of issues/ limitations will I running into with 2008?
Do I install the server as 64 bit and get them Exchange 2007 with up to 25 users?
Do I just wait until SBS 2008 comes out and get it with a 25cal and replace Enterprise?
or is there another option ?
I'm pulling my hair out and really need some advice and guidance.

Windows 2008 32 bit edition is useless to you for Exchange.
You cannot install Exchange 2003 on Windows 2008, and Exchange 2007 is 64 bit only.

With 25 users, I would wait another few weeks and go to SBS 2008. Anything else means you are deploying technology with a limited lifespan. Once the migration has been completed the existing server could be used for something else in the SBS domain.
