I currently have an Exchange 2007 Edge server plus two mailbox servers, for each office. One office only has 20 mailboxes while the other has 60 mailboxes.
Would it be best to only have one mailbox server and let the other 20 users use outlook anywhere instead of having a separate mailbox server just for them at their site?
If so, would it be in my best interest to break it out and have a separate Client Access server. Therefore 1 x Edge, 1 x C.A and 1 x Mailbox / Hub Server?

Well, if there is even a seed of thought that you can use Outlook Anywhere for the other 20 users you should give it a go. Running an Exchange environment for 20 users is a pretty expensive proposition. Implement it and analyse the performance. If you have to, and for the life of me I can't find a situation where you would, implement the box there's no harm in putting it in later and moving the mailboxes.
I have never seperated out the CAS role before, and due to users using OWA, outlook anywhere, iphones and blackberrys a lot, it seems it might be useful.
I keep my mailboxes roles separate from everything else. Instead, I combined our CAS and HT roles. I prefer to move as much exposure and activity away from my mailboxes. It's easier to recover CAS and HT roles than to recover a MB server.
