I am trying to setup the following configuration within Exchange 2007:

1. Most users will send/receive to anyone
2. A group of users (Restricted_Email_Users) can only send email to specific domains (group of 12)
3. I have setup a distribution list group (Restricted_Email_Users) and created a transport rule with the following conditions:
   a. From a member of a DL (Restricted_Email_Users)
   b. Send a bounceback message
   c. Except when "sent to people inside the organization"
   d. Except when "text pattern appears in a message header" (to)

This works to a degree, except if the "to" field contains multiple addresses and only one of those is valid for the specific domains, the msg will still be sent to all recipients in "to". Sending should only be allowed to the 12 domains. Also, if the valid domain is listed in the "cc" or "bcc" field but not "to", the email still gets blocked.

Please help
