User access to Other's mailboxes

I am using Exchange 2000, and Office/Outlook 2000, XP, and 2003 on my desktops. When I open Outlook and go to File>Open>Other User's Folders> I can type the name of any other exchange user in the database and open their mailbox and read their emails. I have looked at the permissions for the Inbox on several user folders. The only thing liisted is Default - None and Anonomous - None. There are no other explicit permissions. All users on the Exchange server can do this with everyone's mailbox. Needless to say, this makes senior management very nervous. How can I block one user from accessing other mailboxes?

You should Deny access for Send As/Receive As on the Mailbox Store Security tab. By default this is denied incl. administrators!
