Our Exchange environment has roughly 130 workstations, 20 servers for various functions (file, DB, etc...) and 15 Blackberry handheld devices. We have 230 email users. Users access their mailbox through any of the 130 workstations, their handheld device (if they have one) or externally through an OWA server.

Would we be better off purchasing 150 device CALs for exchange 2007(obviously cheaper) or 250 user CALs?

Does getting 150 device CALs mean that only 150 specific devices can access the exchange server in total or that any 150 devices can access the server at any given time?
Does all OWA access count as one device or does each external client that accesses the OWA server count as a separate device?

Licensing questions are a little unwise to ask in these forums. You really should ask an authorised reseller to square it away. I guess the answer will come down as some of each.
