We recently migrated from Exchange 2000 to Exchange 2007, which went okay except for the public folder but that another story.  Currently we have many users who travel but are unable to receive emails when rules are setup to forward their internal email to an external email address.

Below is the error I am receiving.  I remember having the same issue 7 years ago with 2000 but ....

The recipient's e-mail address was not found in the recipient's e-mail system. Microsoft Exchange will not try to redeliver this message for you. Please check the e-mail address and try resending this message, or provide the following diagnostic text to your system administrator.

Thanks for any help in advance

I get to ask a dumb question first...

Howkum you are not using/implementing Outlook Anywhere?  This feature directly addresses what you are trying to do, *AND* users only have one email address to worry about, *AND* they can get mail on almost *ANY* device that is internet connected in some fashion.

As to your actual question, you need to make sure that there is a route out for email domains in question.  Does regular mail go OK?
Are you allowing rule-created email to exit your system?

To answer you first question we have an internal email server  and we can send email with no problems.  It work great in Exchange 2000, we also have an external pop server which we pull external email from.   Users on the road forward all internal to external when travelinng.  I have made a big case about about us handle our own email server but this was an excutive decision.

I look at the rules on the hub transport but it seems these ones do not pertain to my setup.  I just want to have the internal forward to my external when users setup up rules in Outlook forward to external.

Issue solved.  The correct setting mirgrating from the Exchange 2000 box to the Exchange 2007 allowing individuals to forward emails to an external address. I also had to add them as a contact for the organizaition (this step was not necessary in Exchange 2000).
