Last friday my vpn connection between my 2 exchange servers went down. Monday I noticed that I had no mail, so I restarted the server and everything was normal again.

Before the restart my internet connection was up and i could ping the office with it's external ip address.

Office 1 : (example IP's)
Internal IP 192.168.1.1
External IP 74.48.58.23

Office 2 : (example Ip's)
Internal IP 192.169.1.1
External IP 34.38.49.58

Q: Is it posible to have the exchange server replicate normally with the internal ipadresses (192.168.1.1 -- 192.169.1.1).
But when the VPN is down to use the external ip adresses (74.48.58.23 -- 34.38.49.58) for replication ???

You can't have your Exchange servers exchange information on their public IP addresses because it would be A)mad, B) punch too many holes in your firewall.
You need to find a stable VPN provider.
