How can I verify if an email has been read form the Exchange 2007 server or there local PC.

You can't.
How do you know the message wasn't "read" by the user collecting email via POP3, or the auto preview pane, or an automated application.
The read/unread status is individual to the user, trying to run any kind of report on that basis is a pointless exercise.

Sending read receipts is pointless as well - plus I personally consider them rude.
