Are users able to view shared calendars with outlook web 2003??

You sure can, but not directly from within an OWA account. The user, lets call him Bob Smith, would go to an URL containing the user's shared calendar which he wishes to view, lets call him John Doe. Bob would pull up IE and go to https://servername.com/exchange/John.Doe/Calendar and log in with his own username and password (Bob Smith & password).
