I keep our exchange 2003 server up to date always security and virus updates are the norm. I noticed rules that people created in their web mail were being changed or even added to the rules list of their accounts. Needless to say i am very uneasy about this and any type of guidance would be helpfull about now.

What is your concern?
If the rules are being updated in OWA then they will be updated in Outlook as well.

How are the rules being changed?
What are the new rules that are being added?

Rules are not changed on their own, either a user or an application is doing that. However without knowing how they are being changed it is impossible to know what is the cause.
