I'll confess from the start that part of this was my own (unintended) doing. I was working on a group policy for the network workstations based off the NSA security templates. Apparently I was working too hard and long at it because instead of applying it just to the target OU for the pilot I managed to save it to the domain level as well. Fortunately the next morning I removed the policy (except from the pilot group) and things went back to 99% normal. One of the only remaining difficulties is that only Windows XP clients can log in to Outlook Web Access - the userid/password prompt comes up for other OS's but after credentials are in you get a "page cannot be displayed" error. We have 3 main servers in our environment - Domain Controller/File Server, Exchange 2000 Server and SQL 2000 Server.
Per suggestions from other newsgroups i've re-run /domainprep, even reinstalled Exchange 2000 altogether and re-applied SP3... all to no avail!
