I'd like to restrict the number of recipients a user can select from the GAL in OWA. We have users who persist in "mass mailing" dozens of people by selecting them from the list. Is this possible by modifying permisions on the GAL?

You can deny access to the GAL. But then the user is pretty much a non-user.

I have a better idea. It is called the Ball-Peen Method.

Step 1. Ask the user to sit in a comfortable chair.
Step 2. Monitor said user.
Step 3. When the user starts to mass mail the world using the GAL, smack them in the forehead with a ball-peen hammer whilst forcefully saying "no!"
Step 4. Repeat as necessary.

I have never had a user go more than one round.
