I have read it is considered OK to remove all of the items located in the "bad Mail" directory.
If this is true, why not just a schedule a batch file to run every so often using scheduler? You know, del "c:\program files\....\badmail\*.*"?

Oh well, I can't say it's *never* been suggested, to schedule that is, but questions on deleting the messages are frequently asked though! I think it's a nice reminder of one of those small, often overlooked, things that you should add to the "to-do list" when setting up a server (amongst other things as rotating log files, purging and saving system logs etc). For most people I guess deleting the folder contents isn't much of an issue (considering how large most hard drives are) and therefore seldom discussed. Only occasionally when people start having problems and they study the contents of their drives more thoroughly they'll find the messages. Deleting the contents is of course generally a good idea, there's no need to store just waste, but scheduling is even a better idea. As I said, it goes up the training / installation protocols for our new admins as a "don't forget to".
