I have a client that is looking to POP his SBS 2003/Exch SP2 with his handheld Motorola Q phone.  He currently uses his phone to POPs his Comcast account without issue. 

How do I configure the server to allow his PDA/Phone to access the SBS and authenticate securely?

I have the figured out how to create a .cab file to install the server's root cert on the phone but we still can't successfully authenticate.

Any suggestions or insight into this issue would be greatly appreciated!

I havent messed around with pop but I just got my Q a couple weeks ago, I set it up to access Exchange 2003 using ActiveSynch. As long as the server side is setup correctly configuring the phone is a snap:
