Here is my problem. We have sales reps dialing into the company via 56k connection accessing their e-mail and it takes forever move,delete,or open attachments because all actions are done ON the server. Is there anyway to have all messages dowloaded to the users computer when they dial in so they can work locally? Already tried sync features, no good either. Thanks in advance

The best thing to do here is to have a local e-mail client on the users computers i.e. Outlook2000 & have them attach to your Exchange server using POP3/IMAP4, the clients can then be configured to download their mail locally for offline manipulation etc... POP3 is a better alternative as it puts less strain on the remote Exchnage server than IMAP4. All the client has to have is a dialup connection to the internet and be able to access your Exchange server (your Exchange server must have an MX record defined and the appropriate ports opened).
