Thanks to MSExchange.org's help I finally have quite a good handle on setting up OWA under SBS 2003 environment however I have come up against the above problem at two sites. ONLY THE ADMINISTRATOR can logon, everyone else receives the response as per the subject line above. Everyone has OWA authority and Everyone has the ability to Logon from the Network and Logon Locally in both the Domain Security Policy and the Domain Controller security policy. Can anyone help. The response is incorrect. The username and password is ok.

There is a few things worth trying:

-Does Basic access work? If so then try the IIS Gzip fix:

831464 FIX: IIS 6.0 Compression Corruption Causes Access Violations

-Are the users stamped with the correct X400 and SMTP address in Active Directory Users and Computers?

If not then restart the ExchangeSA service and then try access again.

Have you done an in-place upgrade from SBS2000? If yes you're not the first to experience this problem, you should be able to fix it by deleting the respective AD users, recreate them via the Server Manager wizard, then reattach them to their mailboxes.

Thank you Henrick, I from your advice I found the real problem was I had an incorrect setting in my Exchange setup for the address of the Exchange server that resulted in having the same effect as "Are the users stamped with the correct X400 and SMTP address in Active Directory Users and Computers?" (in your advice).
At some earlier time, I must have corrected the situation with the Administrator (only) logon.

Originally, I set my SMTP Server up as
whatever.com
Later, when building my SSL scenario and my own Certificate Authority, i built it to
smtp.whatever.com, but the users were at *@whatever.com
After completing the instructions as per Thomas Shinder's part 1 to part 5, OWA worked ok but would only allow the logon for administrator@whatever.com, every other logon received the "You could not be logged on to Outlook Web Access etc."
After your advice I checked the properties of the users in Active Directory and added the smtp address of *.smtp@whatever.com and it works well. Thank you again. Regards
