I need to auto forward a copy of all emails sent to a certain email address to another address that is not contained on our server. I can't add an external address in Exchange General.

Any help would be appreciated.

Create a mail-enabled contact that points to the external address. Hide it from the Address Books to prevent it showing up.

Forward to the local contact from the Exchange General tab.
