You can install the 32-bit version on a 32-bit Windows 2003 server, but bear in mind that the 32-bit version of Exchange 2007 only is meant for testing and other evaluation purposes in an isolated lab.

You cannot activate the 32-bit version of Exchange 2007, and when speaking the Edge Transport server role, you also won't be able to download anti-spam updates from Microsoft.com.
