Have created PAB views in Public folder, try to add entry, error "you cannot add entries for this address book". Have added my user id in the permissions for the folder.

If you're working in a public folder, then you're working with a Contacts folder, not the PAB (=Personal Address Book).

For Contacts folders in OL97 and OL98, you add new items directly in the folder, not through the overall Address Book interface. Outlook 2000 introduced the ability to stay in the Address Book and create a new contact.
