certificate on send/receive connector

I have a few question to config exchange.

Do I need to install certificate in order to use TLS to send a mail to outside ? also, do I need a certificate to receive TLS mail ? or
it is enough just to check TLS in default receive connector ?

when certificate is used ? sending or receiving ?

lastly, is it necessay to use public CA rather than self signed CA
when sending a mail to outside ?
