ct.gov blocking my sbs box?

So I am having delivery issues. When ever outbound smtp messages are sent to a "ct.gov" (state of Connecticut) address, they seem to never actually get to the intended user.

No NDR or errors come back to us. However when users on our SBS box send to other outside addresses, mail gets delivered. Its as if our IP address has been black listed with the state of connecticut. We send email all over the world, and only seem to have issues with ct.gov recipients.

Is there a higher level of server setup I might have missed with our server that a state government might see our messages as illegitimate?

summery:
SBS 2k3 w/BES(3 users) and DNS transmitted email... because sbcglobal.net (att dsl) does not allow smart host or mail forward any longer.

email domain is : "email.mydomain.com" the root domain points to the hosting account with "email.xxxx.com" pointing to SBS. No issues receiving mail.

ok I don't have DNS reverse look up ... just got lucky that most of the recipients servers don't check it. the ct.gov domain probably does.

I did a reverse look-up on my SBS's server's up and it comes up as snet.net. So... the address that I use for my "email domain" is email.mydomain.com BUT do I ask ATT to FQDN email.mydomain.com or mydomain.com?
