In my system manager under recipients - recipient policies - default policy and tab - email addresses (policy ), I have eight SMTP domain names for which our exchange 2003 server is responsible for delivery to local active directory users. Now every time I create new user, that user get all eight SMTP type e-mail addresses with one SMTP type as primary e-mail ID for that user. How I stop that so new user will get only primary e-mail ID and not all eight of e-mail addresses? I will write extra e-mail addresses for that user, if I need to give them , later.

Open the Default Policy and remove all of the domains except for the 1 you want everyone to have by default.
You could create additional Recipient Policies based on user criteria such as department or location to assign the other domains so that you won't have to enter them by hand...just an option.
I have a similar configuration and I have multiple Recip Policies that key off of the user's Organization field...works great!

just curiosity why additional smtp addresses is bothering you?
dont forget for business  perspective, you might  need them,
make sure none of them is being used before deleting them
