I inherited an exchange 2003 environment with a OWA front end server and 3 back end servers. When users with their mailbox on Backend server #1 sends an email using OWA to a mail enabled public folder the email tries to go to the OWA server using SMTP and stays in the queue. the OWA Server is configured only for http and imap traffic. The users with mailboxes on the other 2 backend servers can send emails to the mail enabled public folders. Correct me if I am wrong, but I believe the problem is the dismounted pf store that resides on the OWA server. For some reason backend sever # 1 wants relay the mail to the public folder store (which is dismounted) on OWA instead of the active ones on the other backend servers. I would have to delete it so it would not show up on the Public folder stores associated with our public folder tree. The System Attendant service is currently disabled, which prevents the IS service from starting which keeps the pf store on OWA disabled. To properly delete the store from the OWA service I would have to mount it after enabling the SA service, then delete it while it is mounted. Does that sound correct? anything I am missing?

Please check if users on the particular Backend server is able to send emails to the internet. THIS IS IMP. quote:

You could either do that OR you could use ADSIEDIT tool to manually delete and get rid of the PF Store. Mailbox store is required on FE Server only for mail flow purpose (since it contains SMTP Mailbox that assists in email routing) PF Store has no reason to even exist on FE Server {Read the link offered by Ismail for further understanding why-how}

Yup I did message tracking and it said the mail was queued for remote deliverly. Then I looked at the Queues in the backend server #1, I saw there's a smtp queue to the OWA server. The messages sit in there because smtp is not running on the FE server. No NDRs, but the queue is in retry, I am sure eventually it'll spit out an NDR. I can send mail to users, just not PFs.

Please check the smarthost tab on SMTP VS - check if there are any ip address / server name mentioned on the backend server #1
